domestic attack since nine eleven sparking concerns over america's multi-billion dollar security measures. a razor thin election victory leads to anger in venezuela after almost half of the nation votes against the. heir apparent but nicolas maduro still won the presidency. and the defiance of hunger strikers in guantanamo bay grows with the u.s. saying forty five and starving themselves but lawyers insist it's more than three times that many top stories this hour. online on screen around the world twenty four hours a day this is live from moscow barack obama said the boston marathon explosions are being investigated as an act of terror three people were killed and one hundred seventy six injured in the twin blasts that rocked the finish line of the race
12:01 pm
seventeen of those are in a critical condition and police still have no suspect. has the details now from new york so marina what we learned from president abbas latest statement on these bombings. u.s. president barack obama called the boston marathon bombings a heinous and cowardly act and said that any time a bomb is used to target civilians it is an act of terror and that is why the f.b.i. is now investigating the bombings as a terror attack the u.s. president said that officials don't know yet who is behind the attacks or whether it was an act of an organization or. malevolent individual but he said that all americans have a role to play in a learning authorities meaning that if anyone sees anything suspicious to speak up the u.s. commander in chief also said that security is being increased nationwide in the
12:02 pm
meantime the f.b.i. agent in boston investigating the bombings said that the agency is interviewing a variety of witnesses most of the locations but the f.b.i. will not disclose who might or might not be in custody right now in the meantime the boston police commissioner said that officials are law enforcement officials are going through every frame of every video that they have and officials are also asking anybody that was in attendance during the bombings in boston that took place by the finish line of the marathon if anybody had videotaped anything taken pictures to hand that in to authorities and also it's very important to point out the doctors at the various hospitals that have been all of those that have been injured the number is now increasing above one hundred seventy doctors say that the bombs that were used they believe were probably placed low on the ground which is
12:03 pm
why many of the victims are suffering injuries to a lower to the lower extremities doctors believe that the bombs contained multiple metallic fragments such as pellets and nails because those objects were removed from bodies from the bodies of many victims many of the victims received as. that's something that the doctors at all various hospitals say that many applications were performed on some victims doctors say they just had to finish what the bombs already started when it comes to the injuries but the f.b.i. lastly said the agent that spoke at a press conference said that the u.s. will go to the ends of the earth to find out what took place who was behind the boston marathon bombings and if it is a domestic or international planned event that's something that so far on day two of the boston marathon bombings the u.s. cannot confirm live in new york thank you very much indeed for that update well it
12:04 pm
is almost as a chicken there is at the scene of the blast in boston let's get the latest from. so all the police making any progress in their investigations. what the bill was certainly the investigation as of right now is very fluid. it's the second day it's only about twenty hours since the explosions took place and right now we're after the scene just a block away off where the blast took place the area is still cordoned off police are inside this area they were there all night and it will certainly remain there for an hours and days to come there is very little information that officials are going out and firming at this point so far what's known are the numbers of course of casualties that marina just mentioned there we know that it's at least three people who died including an eight year old boy and over one hundred seventy five people are currently in local hospitals seventeen of these people in critical
12:05 pm
condition we do know that there is no one in custody as of yet police did interview several people off throughout the night raided buildings and really raided the entire scene and what's been confirmed so far are the numbers of casualties and the fact that there were only two bombs and no further. even though there were reports about this on money. reporting live from the scene of the blast in boston thanks very much indeed for that well the nine eleven attacks in the united states heralded era of heightened security measures some of which were severely criticized by human rights groups let's now talk to antiwar activist brian becker who joins us now from washington d.c. after the nine eleven attacks resource significant. measures with the with the security around the country of course a huge impact on on that occasion of nine eleven but what sort of response can respect now after this happening in boston. well first i want to say that
12:06 pm
the people of the united states and of course all of those who believe in peace and who are against war the people of boston and especially the families who have suffered so much in their and their thoughts today this was a terrible act this was a heinous act innocent people suffered so much the thing to answer your question the big problem in the united states as we saw after the oklahoma city bombing in one thousand nine hundred five which was carried out by white supremacists or the september eleventh attacks that two things tend to happen one is that there is a tendency to denigrate and weaken the civil liberties and civil rights in the name of protecting the american people in the name of pursuing security there has been a severe denigration of civil rights and civil liberties and the egg ation of power by federal government authorities and by law enforcement against individuals the
12:07 pm
second thing happens is the targeting of particular communities particularly muslim and arab communities in one thousand nine hundred five after oklahoma city bombing it was arabs and muslims and iranians who were being rounded up even though it was white men who were part of a white supremacist group so we see these two dangerous trends that have happened repeatedly after terrorist attacks and so of course that's something that we're looking for right now and those measures haven't stopped terrorist attacks have they so is it really possible to protect the population from these sort of atrocities. well it's a very interesting sense of time or eleventh the united states government has sent spend hundreds of billions of dollars for a government security agencies right now i'm sure as happened after september eleventh private security companies are salivating over the new contracts that are are soon to come of course that is the business there is there's profits and even mega profits made by this kind of security apparatus but you can see in the case of
12:08 pm
boston they don't have any leads right now there was no indication that such an attack was coming so is it possible by the by by using military methods and security methods alone to stop terrorist attacks to protect society i don't think so we can see though that the u.s. policy at home and abroad as well is almost exclusively based on. towards security towards militarization towards the abrogation of civil rights and civil liberties which i think ultimately don't defend protect and make people more secure as you said earlier there is no clue as to who did this no leads there all summer you saying this may not be the work of al qaida but indeed homegrown terrorists is that change the perspective of total of how this should be handled tool if it could indeed be coming from homegrown terrorists. well we don't know i mean there is no possible way to know who is behind this attack right now we do know though in the case of indigenous homegrown terrorist attacks like oklahoma
12:09 pm
city bombing or like the many attacks that go on against black americans by racists in the united states which are terrorist acts like the ones that the k.k.k. has carried on for for more than one hundred fifty years and other white supremacist groups. even when those happen it's still largely arab and muslim and foreign populations that get targeted people get rounded up people get kicked off of airplanes the problem of racism in america against targeted communities and against muslim and arab communities in particular and against black communities is a very big part of the problem here. ok thank you very much and if you fools have drawn back a line there in washington thank you very much. four people have reported being killed during post election violence in venezuela it follows the closest vote in almost half
12:10 pm
a century which told the late to go chavez's chosen successor and acted as president but there's anger because nearly whole of the population doesn't want nicolas maduro as its leader auntie's tessa's hilary's gauging the mood in the capital caracas. the opposition is staunchly contesting the results of the presidential election the supporters of in the us had come out of the district some of them other were pro they were protesting against the results claiming that they are not ready to accept just as it says that he is not going to accept the results unless there is a recount as far as a protest you saw incidents of a stone throwing at the police use of tear gas and there may be more protest planned as opposition is calling for their supporters to go out into the streets and make a lot of noise and put pressure on having that recount and that audit actually don this is going to prove to be very difficult for me starting off the presidency the fact that there was such a narrow margin this just shows you that he's starting this presidency off with a very weak mandate you have essentially almost half of the electorate who who who is not before him and therefore he has a lot of challenges to face not least of which is filling the shoes of hugo chavez
12:11 pm
and he doesn't have that charisma to calm people down when it comes to addressing the pressing problems he also has that issue of trying to keep the government in line on the same page moving forward and one other thing we know that historically support from the military is very very essential here venezuela hugo chavez was himself a military man bill which model does not have so this is for him to prove his ability to essentially get everybody on the same page it's going to be proving it's going to prove to be a very very difficult task as far as the people are concerned i mean granted that during his time poverty levels have gone down there was more equality but the pressing problems of crime and medicine shortages that people don't have as much patience as they did this was in place. while the venezuelan government has defended the results giving nicolas maduro six meanwhile washington ordered a bandits claiming it is a necessary step given as they say the tightness of the vote however independent election observer. says there were no indications the vote was rigged. that was
12:12 pm
fair it was transparent this is a fully automated voting process obviously this is a very very narrow victory from adorable really to call into question the capacity in the technical feasibility of the voting system i think is very very unfortunate my immediate concern now is that if the united states does not recognize the election process there in the picture of majority this is going to once again put venezuela and the united states on a very very strong bilateral clash is going to be even more problems going forward in that relationship spain i believe has come out and said that it's not prepared to recognise the picture at the moment again i think it's very unfortunate in some way responsible for these countries to be pronouncing so soon and we really need to see the audit of this place and process before we should be making such diplomatic declarations. so what is next for venezuela we'd like you to make your prediction we're asking you that question on our web site r t dot com it's all online survey on our home page and these are the results so far this hour we can see the majority fifty three percent say that it could be rather chaotic the future because the u.s.
12:13 pm
not happy with the current result will be looking to undermine this current government now that's just going in and looking for a government change we can see that twenty three percent near a quarter say that twenty first century socialism in venezuela will carry on the doura will do a good job in office whereas fifteen percent say he won't he will not be able to tackle the problems the challenges that lie ahead and the economy will go into stagnation and the minority nine percent do not predict social rests and right so when they do predict social unrest and rots over the result but as i say only nine percent seeing that coming from the opposition so that's the result so far to dot com good to hear from me. also. breaking up broadcasting rules the u.k. house of lords says television you should no longer have to be impartial we find out why. the number of on time on hunger strike is grows and not even pledges to

america international and world in the very heart of moscow. news continues here on r.t. the us military has confirmed more detainees at guantanamo bay prison have joined a hunger strike officially the number now stands at forty five but lawyers claim the figure is much higher thirteen of the captives are reportedly being force fed to prevent them from starving security guards lethal rounds at detainees over the weekend when several resisted been put into single cells on monday a federal judge declined to take action on behalf of striking prison this is

attorney has said his life was in danger because of a lack of clean water and proper medical treatment u.s. officials say there's still a commitment to shutting the camp despite legal hurdles roxy's going to church khan explains washington's latest position. when pressed for answers the administration the state department specifically which was in charge of the detainees transfers they blame congress the moratorium on transfers to yemen that the lawmakers put in place the defense authorization act that they passed three months ago the state department shut down the office that was working on those transfers but now they say they still have a team that's working on it exploring different options they say the state department spokesperson was grilled this monday on whether or not they're actually doing something or just saying that they're working on it but we still have staff will continue to work on this account is it not the administration's position that you're that it's completely had been made completely hamstrung by congress in trying to relocate these people because we essentially you legal right i think i did i said no i know but so why did the expression of our concern that they be

wasting their time on this if it can't be done legally again the president's commitment to getting it continues and so while we have closed the special it was office we do have stuff to continue to explore but why do they need to explore if they can if they can't be done if it can't be done without changing the law i mean are they working on it by trying to convince lawmakers to lift some of the restrictions let me check in with our legal guys are staff overnight see if we can get your update if there are specific cases that we are able to work on given the restrictions of those lawyers are skeptical about the administration's response and say what they hear is mostly excuses our clients are coming to grips with the cold fact they may well diet guantanamo not because the state is unable to transfer them but because unwilling to do so the transfer restrictions are difficult for example they would require the secretary of defense to personally certify that are receiving state had taken steps to ensure that a prisoner can ever threaten the united states in the future whatever threaten might mean in that context. and obviously no state can guarantee that
12:18 pm
a future event will or will not occur but that was the point the point was to discourage transfer spout of eighty six prisoners cleared for release fifty six are yemeni nationals three years ago the u.s. suspended all transfers of detainees to yemen defense lawyers say what they do with now is a collective punishment by the u.s. government based on nationality which is obviously a violation of international law. going to check on their well for more on the situation room where we can mail talk to martha raina she's a lawyer who represents a number of the inmates now you've recently received a letter from one of the detainees on the hunger strike what did it say. yes i did i did i represent one of my clients and send it out has any one of the yemeni nationals he's a father of four and a husband and unfortunately by now his letters because it takes so long for mail to get to me and it's so difficult to obtain information about what's going on in
12:19 pm
guantanamo that letter is already dated because on saturday very very early saturday morning the military raided camp six which is the main camp for most of the men are imprisoned and sent everyone into what it sounds like to be solitary confinement those men had been living communally. but in an effort to break the hunger strike the military has moved them now all into solitary confinement i have contacted guantanamo officials directly and asked them for information about my clients and they have told me they're not permitted to give me any information about any individuals as is always been true of kuantan i'm obtaining information obtaining accurate information is a constant challenge and as lawyers where surprisingly left in the dark from the content of the letter was it clear that your client is prepared to die.
12:20 pm
my client is on a hunger strike at least as of last several weeks ago when i last heard from him he had already lost forty two pounds he this hunger strike was initially sparked by desecration of the koran by guards but it is grown and i think much of much of that has to do with the desperation that the men feel at guantanamo this is a this as everyone knows this has been going on for over a decade it's an untenable situation the men feel a complete lack of hope that the obama administration has essentially stopped all efforts to resolve this situation blame and place blame on congress. and it's just it's a it's really a political quagmire that despair down to the fact that being detained indefinitely the case with your prisoner with your client if that's the case why all that going to be released why all of a definite indefinite detention. well that is the
12:21 pm
case with my client and that's the case with the vast vast majority of men there are only a very few who have been actually charged with war crimes the rest have not been and that's what has been the lawyers cries for a very long if the if the u.s. government has information has valid evidence bring that evidence forward in a fair trial and convict them and attempt to obtain convictions but absent that the men should be released indefinite detention is particularly psychologically taxing because as i said there's no end in sight and when it doesn't seem to be based upon law but rather upon politics which the men have obviously no control over it's particularly psychologically devastating for them let me just ask you one final question we understand that independent u.s. tallest force has just released a report just this saying that the indefinite detention of prisoners in guantanamo is a boring and intolerable and should end by the time that u.s.
12:22 pm
troops leave afghanistan what do you make of that do you think that really would happen. well certainly when the war in afghanistan ends the men should be released right the supposedly legal basis for this detention is pursuant to the law of war the idea being that these men supposedly were captured during wartime and can be detained until until the end of hostilities so certainly as the war in afghanistan winds down and ends these men should be released. unfortunately i don't believe that's what's going to happen i don't believe the united states government is going to knowledge that there's the end of hostilities and are going to talk about a larger war on terror which of course has no she graphic definition has no tempore and definition and we claim that this is an ongoing war that is that the so-called war on terror. and do you think this hunger strike will achieve anything in behalf
12:23 pm
of the detainees obviously there's been some media coverage now but just briefly if you could achieve anything. well i don't know the answer to that and of course i am extremely concerned about my client and the others who are on hunger strike but i understand how desperate they feel and that they feel they have no other choice they have attempted to resolve these problems through the courts they have attempted to resolve these problems politically and it just has been unsuccessful it's an honor to them as though it's an unlevel situation and and again the you know folks don't hunger strike out of anything but desperation and i think unfortunately we're going to see things get much worse before they get better . clinical professor of law thank you very much indeed for joining us live here on r.t. . you can broadcast has never tire of boasting about the

furnace which is guaranteed by regulations which demand impartiality however some influential voices believe that concept is outdated in the digital age and want the rules scrapped. explains. the way that newspapers and news channels are regulated in the u.k. is stossel any different so newspapers and online news portals they still regulate themselves that means that they can be as politically biased as they please the example being the guardian on the left in the u.k. or the london times on the right but for news channels that's a whole different story they're legally bound by to be impartial and if they're deemed not to be they can be fined or even have their license revoked but in a day and age when the media is converging and news portals are looking more like television channels and television channels have their own websites is this regulation or a distinction fair and does it make sense well the lords communication committee
12:25 pm
have come out with a report recommending that the government removes the impartiality clause from public broadcast says i'm joined by lord richard inglewood who's the chairman of the lords communication committee to talk about this so if the way that no industry is regulated right now is an outdated media and you're saying news websites look more and more like t.v. channel that the channels have their news websites it's all converged is that impartiality or for us to compete york city tonight not entirely no for me advocate that the public service broadcasters in this country should be assisted the exactly the same way as they do not they provide. the measure of impartiality how achievable is impartiality i know that right now there is the impartiality clause but nevertheless we have received biases from all the news channels that exist right now doesn't personality exist at all well it's a very slippery concepts you quite right to say but one of the advantages of
12:26 pm
a plural media landscape is that different people will approach the question of impartiality from slightly different perspectives i don't think you can say impartiality means that there is one way of doing it which is the. the right way but what impartiality does do is cut the kind of political proselytizing but you're quite right in saying you find in quite a number of newspapers and in certain news providers from outside object stiction if commercial this again remains to be what they like what about barbara well i mean the crucial point here is that in a world well i p t v is going to be the norm but relatively soon all this stuff is going to be streamed into into into people's houses if they want to watch it and that's the big question is will people want to watch it there are some very basic rules that surround that very very basic and shows the matter is that's what the future is going to look like so it's all very well being very pious here but the short answer is it's not going to stop it already you can get stuff off the internet from these of

a compass providing with extremely posh news thank you very much for your comment well thank you very much for taking part. well that's it for me the news team for the moment will be back with wolfie and hoff an hour from now in the meantime a man loved by the people but feared by the banks next kinds of brings you the kaiser report in just a couple of minutes stay with us. oh no who lazy bureaucratic and trivial censorship strikes again but this time in russia a bill has been signed into law that will put fines on individuals and legal entities for using vulgar already in the media one major flaw of many with this is that they really don't know which words are going to be considered vulgar i guess these words are so awful that they cannot even write them down i'm not naïve there has always
12:28 pm
been and will always be censorship but this where we're list is just silly there's a common expression on the russian internet that russian mainstream media conducts of more. and eyes ation of society t.v. does have all the bloody violent action movies as well scandalous talk shows which are kind of more like freak shows and plenty of reality t.v. where young people pretty much act like subhuman animals in a cage they've got all that so the government is basically saying that if some guy on t.v. because there are twenty people blooded limbs flying that that is totally ok for television unless they cannot forbid swear while doing it you can show brainless materialistic dimwits sleeping and fighting with everything that moves on a reality show but if they say that one magic three letter russian word then it is over the line this is not a logical way to conduct censorship but that's just my opinion.
